Overview

The Department of Inspectorate & Monitoring is responsible for ensuring that all industrial and manufacturing companies in Lagos State operate in full compliance with safety, environmental, and workplace standards. Backed by the Inspection and Monitoring Law of Lagos State (2007), the Department prioritises the health, safety, and welfare of workers and promotes industrial harmony across workplaces through structured, transparent, and collaborative inspection frameworks.

Operating through four key sections, the Department is instrumental in creating a safe and supportive business environment that aligns with international best practices.

Core Sections

Identification and Documentation Section

Maintains records and directories of all manufacturing and industrial entities operating in the State.

Inspection and Monitoring Section

Conducts scheduled and follow-up inspections across industrial zones to ensure compliance.

Petition and Investigation Section

Handles complaints, whistleblowing, and regulatory breaches within workplaces.

Industrial Infrastructure Layout Section

Facilitates industrial area assessments and collaborates on infrastructure improvements.

Inspection Categories

Inspections are conducted across three main categories:

A. Routine Inspection

  • Conducted solely by MCCTI officials
  • Maximum of two visits annually per company (unless serious infractions arise)

B. Harmonised Inspection

Conducted in collaboration with:

  • Ministry of Health (Occupational Health & Safety Department)
  • Ministry of the Environment (LASEPA)
  • Ministry of Special Duties (Lagos State Safety Commission)

This multi-agency approach streamlines regulatory oversight and prevents duplicated inspections.

C. Follow-up Inspection

Conducted by the relevant Ministry or Agency to verify compliance after corrective actions.

The Department also acts as the Secretariat of the Harmonised Inspection Team in Lagos State, convening regular meetings with relevant MDAs and private sector stakeholders.

Compliance Checklist for Harmonised Inspection

Companies must provide evidence of the following:

  • NSITF registration and remittance (in line with the Employment Compensation Act, 2012)
  • Adequate Personal Protective Equipment (PPE) for staff
  • Regular technical training for machine operators
  • Pictorial safety and directional signs in work areas
  • No casual staff engagement beyond 6 months (as per Factory Act)
  • Proof of business registration and MCCTI certification
  • Valid Weight & Measure Calibration Certificate
  • Documented incident/accident log (Green Book)
  • Designated Assembly/Muster Points
  • Engagement with Pension Fund Administrators (PFA)
  • Functional cloakroom with adequate furniture
  • Certification of business location
  • Ongoing staff training and safety orientation
